Home Energy Rebates Programs

Home Energy Rebates Programs

Federal funding is available for two programs for whole-home energy efficiency and electrification.

Home Efficiency Rebates (HER)

  • Home Efficiency Rebates will award grants to state energy offices to provide rebates that discount the price of energy-saving retrofits in single-family and multi-family buildings. Depending on the modeled energy savings, rebates can be up to $4000.

Home Electrification Rebates Program (HEAR)

  • The Home Electrification Rebate Program is income-based and, when implemented by states, may cover up to 100% of eligible electrification upgrades within program limits. Insulation is one of the eligible measures, with states offering up to $1,600 for insulation improvements.

HEAR rebates are available as a one-time coupon worth up to $1,600 for any combination of qualifying ceiling/attic, wall, floor or foundation fiberglass, mineral wool, or rigid board insulation products.

Under EmPower+, insulation is a prioritized upgrade, with low-income, single-family households eligible for no-cost energy efficiency improvements capped at $10,000 per project. Moderate-income single-family households are eligible for no-cost energy efficiency improvements capped at $5,000 per project. HEAR rebates for insulation products up to $1,600.

Under Wisconsin’s Home Efficiency rebates, households qualify for rebates based on how much energy they’re expected to save and their household income. Insulation is an approved upgrade.
